Well, a new wrinkle in the city’s much-maligned grant policy.
As evident in the agenda for Monday’s (Sept. 13) council meeting, the city’s director of finance is now a gatekeeper in the grant application process, taking some of the heat off the mayor and council.
And, it’s not good news for two of the more recognized organizations in the city.
In his report to council, Dan Sheridan reminds members “Successful applications under the current (grant) policy are more likely to be for special events or one-time start-up funding for new community initiatives that align with council’s strategic priorities.”
Sheridan continues, “Grant applications that request funding for expenses that an organization incurs through its normal course of operations are not recommended for approval.
“These could be salaries, advertising or facility repairs, for example. Even costs that are one-time in nature can be considered operating costs if they are used to support the organization’s normal course of operations.”
Quite a tightening of the rules in what has been a loosey-goosey undertaking in the past.
The evolution began in May of last year when city council endorsed Phase 1 of a project to install eight CCTV cameras along a two-kilometre stretch of Talbot Street, from CASO Crossing to St. George Street.
The locations were selected based on 2018/19 crime-mapping data and motor vehicle collision reporting information.
But, it is not meant to be a red-light camera system to document vehicles running traffic signals.
The CCTV program was pitched to council as “a proactive, local solution modelled on successful networks in other municipalities to enhance community well-being and assist the St. Thomas Police Service with solving crime.”
A report from the service concluded,” a safe, secure and vibrant downtown will provide a canvas for economic development.”
Last month, the entire system was brought on stream and is now in full operation, according to Insp. Steve Bogart, who oversees the CCTV operation.
Fishing and canoeing are now permitted activities at Lake Margaret after Monday’s (May 10) 6-3 vote in support of a couple of motions brought forward by Coun. Gary Clarke. The turn of events caught city staff off guard as no policies are in place, let alone any signage or launch areas for watercraft. In speaking with city clerk Maria Konefal this week, her initial advice is “stay tuned.” She added, “We’ll have a plan that will be coming forward so people are aware how and where . . .” On Friday the city sent out an advisory of additional items for Monday’s (May 17) agenda including “an overview of measures that will be implemented to provide for non-motorized boating and fishing on Lake Margaret.” Coun. Clarke calls Lake Margaret, “a positive recreational place for the city to add to Waterworks and Pinafore. It has some features those two don’t have, in terms of accessibility.”

My, how words can come back around to bite you. A couple of weeks ago, we wrote about Lake Margaret attracting skaters of all ages for an afternoon of gliding across the frozen water. A scene right out of a Tim Hortons’ tribute to life in Canada. Which led to queries from several readers as to summertime use of the lake for fishing and canoeing. As the signs lakeside warn and reiterated two weeks ago by Ross Tucker, Director of Parks, Recreation and Property Management, a big negatory to those warm-weather activities. The decision to prohibit fishing in Lake Margaret was a recommendation of the 2010 Lake Margaret Environmental Plan. It came up for discussion back in April of 2017 when Coun. This past Monday was a busy day for Mayor Joe Preston as he noted the city was able to undertake a decade’s worth of work in a day.
Preston was referring to the city’s three-year strategic plan setting out priorities, guiding principles, goals and commitments as laid out at the Dec. 14 reference committee meeting.
One of the pillars of that plan is creation of a compassionate community and the commitment to build an emergency shelter for the homeless. It is to be constructed in a single location and be open by September of this year.
Well on Monday the city released a blueprint as it moves forward on its compassionate community strategic objective.
It’s a sweeping paper with many more objectives than just a homeless shelter.
The most immediate action point involves the city entering into a memorandum of understanding with Indwell Community Homes to develop supportive housing projects.
Love where you shop.
That’s the branding employed by the St. Thomas Downtown Development Board as they promote shopping in the city’s historic core area along Talbot Street.
Although in this exceptional year, the downtown merchants have faced a double whammy: shuttering for several months due to the coronavirus and having to contend with the homeless who wander Talbot Street and frequent the back lanes.
Although they are now open again, for the most part, many shoppers are leery to venture downtown citing the less than inviting atmosphere.
It was not your typical venue in which Mayor Joe Preston was able to meet with constituents.
Thursday morning’s face-to-face with frustrated downtown merchants played out along a back alley that every morning is littered with discarded drug paraphernalia and other detritus of the downtrodden.
It’s a habitat for the homeless and those with mental health issues who utilize back doorsteps and alcoves as personal relief stations.
Hidden from passersby on Talbot Street, it’s where staff often find the less fortunate huddled, unconscious or attempting to harm themselves.
It was against this desperate backdrop that a dozen or so core merchants – already pummelled financially by the pandemic – pleaded with Preston to return this stretch of the downtown corridor to a more inviting destination for shoppers.
It was a sign of what lies ahead for city staff in St. Thomas. An overview of the proposed 2017 advertising sign bylaw ran into stiff opposition at this week’s reference committee meeting. Amendments to the existing bylaw to deal with portable signs in the downtown core faced vocal opposition from more than two dozen small businesses and area sign companies. The bylaw would prohibit portable advertising signs in the downtown business area and limit them to one per commercial lot outside the core and three per industrial lot. A-board signs would still be permitted but would have to come in off the sidewalk at the end of the day. It’s a restriction similar to what’s in place in London and Sarnia.
