As the city readies for rapid expansion, the St. Thomas Strategic Plan is in line for a ‘refresh’


city_scope_logo-cmykAt Monday’s (Sept. 18) council meeting, members will receive an update on the city’s Strategic Plan which covers the period 2021 through this year.
The plan was originally adopted by city council in May of 2013.
The city engaged the services of Fanshawe Corporate Training Solutions in June 2019 to assist in a plan update.
At that time, the idea was to develop a short list of strategic themes for the city’s path forward.
This included a focus group of community stakeholders and a public and city staff survey which included 539 respondents and produced a list of 25 key themes.
In June of 2020 that was whittled down to the Top 10 strategic priorities.
Topping the list was infrastructure, including roads, bridges and sewers.
The Number 2 priority was emergency shelters for the homeless.
And, rounding out the Top 3 was affordable housing.
Moving forward three years, let’s look at today’s updated strategic plan.

Sprawling encampment offered“zero opportunity for moving out of homelessness” – St. Thomas Police Chief Marc Roskamp


city_scope_logo-cmykMore information is trickling out concerning what prompted the dismantling of a large homeless encampment on the site of the former Victor Dana plant located behind Memorial Arena.
City police responded to a violent assault Tuesday morning at the encampment.
“The person was taken to hospital with serious injuries,” advised St. Thomas Police Service corporate communication coordinator Samantha Wakefield.
“They are still in hospital and their status has been upgraded, they are improving. The magnitude of the assault required they be taken to hospital.”
Wednesday morning the city, with support from other community services, began dismantling a fortified structure on the large tract of land east of the Port Stanley Terminal Rail tracks.

Estimated meter readings are water torture for some St. Thomas customers


city_scope_logo-cmykHow’s that water bill of yours? Are you going to have to dip into your savings or line of credit to pay the latest bill?
Some city residents have received much higher bills than normal and we contacted Jim Hogan, president and CEO of Entegrus. The city of St. Thomas contracts out meter reading to the utility who, we find out, subcontracts it to a third party.
According to Hogan, the bills have been estimated readings only for several months and those estimates do not necessarily jive with actual usage.
“It’s kind of a catch-up and a balancing between some of the estimates may be a little high and some were a little low and we’re working hard to get out there to do the actual reads, to verify the actual reads.”
The money collected is then paid to the city on a contractual basis.
According to the formal agreement between the city and Ascent/St. Thomas Energy signed in April 2014, St. Thomas Energy “will pay to the municipality the water and wastewater charges billed to the customers by the end of the month following the date of invoicing.”

What was old is new again: Police foot patrols in the core of St. Thomas are about ‘enhancing the value of our downtown’


city_scope_logo-cmykEarlier this month, the province announced the St. Thomas Police Service is to receive $786,925 in funding for community-based safety and policing initiatives.
That should be tempered by the fact funding is spread over three years.
A portion of the money will support an initiative to deal with a modern-day reality in the majority of communities across Ontario while the remainder will support a local program that is a throwback to policing from a bygone era.
In the first scenario, the funding will allow for a uniform officer to remain with the Mobile Outreach Support Team (MOST) to ensure a public safety presence.
As Chief Chris Herridge observed a year ago in this corner, “Our community is facing increasing social-related issues resulting in a rise in crime and a feeling of being unsafe in our downtown.
“We immediately need a ‘boots on the ground’ professional health team (mental health, medical, addictions, housing, etc.) in our downtown in partnership with the St. Thomas Police Service who will assist when public safety is a concern.
“The police require a team of experts so we can triage these health-related calls and the appropriate assistance/supports can be provided.”

‘People should be able to assess their own risk and make their own decisions’ – Matt Millar, New Blue Party of Ontario


city_scope_logo-cmykFounded in 2020, the New Blue Party of Ontario is led by Jim Karahalios, the husband of Belinda Karahalios, former PC MPP for Cambridge and now the party’s first MPP.
She was turfed from the PC caucus after voting against Bill 195, the Reopening Ontario Act, which she described as “an unnecessary overreach on our parliamentary democracy.”
New Blue identifies itself as “an anti-establishment centre-right political party.”
The party aims to field candidates in all ridings for the June 2 provincial election.
It has put forward Matt Millar, a life-long Lambeth resident, as its prospective candidate for Elgin-Middlesex-London.
A third-generation fruit farmer who also operates a small tech support company, Millar advises the party is all about less government involvement.
“The reason I got into this is I just want people to have more control over their own lives. I don’t want the government to be overbearing and forcing people to do things they don’t want.”
