city_scope_logo-cmykIt’s coming up on three months since city council unanimously agreed to declare certain parcels of land that partially comprise Jonas Park to be declared surplus to the city and those parcels will be sold to Doug Tarry Limited for future residential development west of the Elgin Country Railway Museum (ECRM).
And it’s been almost three years since Tarry declared proposed residential development on land currently owned by the museum is an opportunity to revitalize that portion of downtown St. Thomas.
In the summer of 2021, Tarry sought to purchase eight acres of railway land immediately west of the museum at $300,000 per acre for a low-rise residential development that would front onto a new street to be created off Ross Street and north of Jonas Street.

Lukewarm reaction to bold call to co-mingle high-density housing and industry in St. Thomas


city_scope_logo-cmykIs it possible for industry and housing to co-exist in fairly close quarters?
It’s a question that has been on the mind of Coun. Steve Peters and he brought it out into the open during Monday’s (Dec. 18) council meeting.
Specifically during debate on the draft plan of subdivision for the city’s 1,500-acre industrial park now known as Yarmouth Yards.
Peters opened the discussion by wondering aloud, “Why wouldn’t we be bold and look at a residential component to what is going on out there? We’ve got thousands of jobs that are going to be created, thousands of more jobs that are already in the industrial area, and why couldn’t we look at designating a portion of the southerly part of it as high-density residential?”

The 2024 St. Thomas draft budget comes in at under a 4 per cent increase. Can city council whittle this down further?


city_scope_logo-cmykCity council begins 2024 budget deliberations on Monday (Dec. 4) and the adjusted tax levy comes in at a 3.76 per cent increase.
Keep in mind this is a preliminary look at the budget and in recent years, council has been able to shave up to a percentage point off the initial levy figure.
The proposed levy for the coming year is a shade under $69 million, which is an increase of $4.2 million over this year.
When you factor in $1.7 million in additional growth-related tax, the levy increase drops to $2.4 million, which is a 3.76 per cent increase over this year.
Contractual increases in wages and benefits – $2.5 million – and wages and benefits for new positions next year – $1.4 million – are the biggest contributors to the tax levy increase. Continue reading

Project Tiny Hope: ‘More than just housing, it’s a new beginning’


city_scope_logo-cmykThe YWCA St.Thomas-Elgin has unveiled its case support for Project Tiny Hope, an affordable housing partnership with Doug Tarry Homes and Sanctuary Homes.
Under the heading, “Now more than ever, our community needs affordable housing,” comes the following statistic, “The waitlist for subsidized housing is over 1100 households translating to a 5-10 year wait.”
Their support paper goes on to stress, “The new YWCA affordable housing community is more than just housing, it’s a new beginning.”
The YWCA provides housing for youth, women and men with five independent apartment units and 42 congregate living units within St. Thomas.
Project Tiny Hope will nearly double that number.
“Safe and stable housing is the foundation of a healthy and vibrant community,” advises Lindsay Rice, YWCA executive director.
“Project Tiny Hope will revitalize 21 Kains Street in the downtown core of St. Thomas and create a thriving community where youth, adults and families live and grow for years to come.”

‘It really comes down to your choice for a thriving community for all residents’- St. Thomas city councillor candidate Tara McCaulley


city_scope_logo-cmykShe stresses you have to go for it. Even if that means initiating your charge four years ahead of schedule.
Tara McCaulley had hoped to enter municipal politics in 2026, but now she is seeking a seat on city council in the Oct. 24 municipal vote.
McCaulley feels her experience gained over the past 10 years with the Small Business Enterprise Centre and the St. Thomas Economic Development Corporation can be put to good use as the city deals with a variety of challenges.
That’s in addition to her experience dealing with all three levels of government.
“I feel this is a good time,” advises McCaulley. “There are lots of exciting things happening in our community and also some challenges.
She stresses the need for affordable housing is a critical priority along with the health of the downtown core and preparing for future growth.

Back-to-back announcements this week an example of ‘attacking housing from each end in St. Thomas’


city_scope_logo-cmykIt has been a significant week for housing news in St. Thomas.
A pair of announcements mid-week covered off a broad swath of the residential spectrum.
At Wednesday’s site plan control committee meeting, conditional approval was granted to Fast Forward Ventures of London for their 14-storey, 162-unit apartment building to rise on the south end of the former Timken Canada property near the intersection of First Avenue and Talbot Street.
The Timken plant closed in 2013 and was demolished and the site cleared in 2017.
The next day, the province announced $3 million in funding to develop 20 supportive housing units inside Phase 2 of the city’s social services and housing hub now under construction at 16 Queen Street.
Let’s take a closer look at both developments – which Mayor Joe Preston described as “one more step in attacking the city’s housing shortage.”

So, who really is behind the wheel of the city hall bus? It may not be who you think.


city_scope_logo-cmykQuite the surprise this week with the announcement City Manager Wendell Graves plans to retire next March.
Hard to imagine he began his public service 41 years ago as a student in the Municipality of Central Elgin planning office. That’s according to the city hall media release, however Central Elgin was not established as a municipality until 1998 and as reader Dave Mathers correctly points out it would have to be a planning office in Belmont, Yarmouth or Port Stanley.
Also, surprising is his rationale for the long lead time up to that date next spring.
“The next few months will fly by and I want to ensure city council has the opportunity to plan strategically for its next leadership,” advises Graves.
In commenting on the announcement, Mayor Joe Preston notes, “With our city positioned in such a strong, strategic direction city council appreciates the fact that Wendell has provided a good planning horizon so that we can thoughtfully recruit and put in place the next leadership for the City.”
Did you catch the common theme here?
Leadership for the city is provided by the city manager.
Most residents of St. Thomas are likely under the impression the city is led by the mayor and council.
After all, isn’t that why we elect them?
