It was not spoken at city hall during a council meeting; instead, it was delivered Thursday afternoon via video conferencing to the Standing Committee on Justice and Human Rights at their meeting in the Wellington Building in Ottawa.
Elgin-St. Thomas-London South MP Andrew Lawton sits on the committee, as does Brantford-Brant Conservative MP Larry Brock, who visited St. Thomas in July for a roundtable discussion to examine the evolving challenges impacting public safety in St. Thomas and Aylmer.

Project Tiny Hope move-in day is Oct. 1: ‘The first phase of residents living, growing and creating the community we always dreamed of’

On June 27 of last year, construction began on the first tiny home to populate 21 Kains Street, where, eventually, 40 such homes and other amenities will provide safe, affordable housing in a downtown neighbourhood community.
A community of more than just housing, it’s a new beginning.
The Project Tiny Hope partnership includes the YWCA St. Thomas-Elgin, Doug Tarry Homes and Sanctuary Homes.
The community will be a mix of one-, two- and three-bedroom rental units to accommodate adults, youth and families.
And 15 months later, the countdown to move-in day is underway for the residents who will call Project Tiny Hope their new home.

Sustainable public safety in St. Thomas will require both human and financial investments

Recent funding investments by the Police Services Board and the City of St. Thomas “are producing tangible results in reducing crime and social disorder” in the community.
That’s according to information provided to the board for the July meeting by St. Thomas Police Chief Marc Roskamp.
His board report cautions, however, “It is essential that future budgets reflect the operational requirements of our police services and support a responsible path forward.”
The concern is what impact a growing population and overcoming the residual effects of several years of fiscal restraint and conservative budgeting encouraged by the city will have on the 2026 police service budget.
The St. Thomas Police Service is certainly operating in lean fashion when compared to similar-sized police departments, particularly when you look at the cost per capita of delivering services.

‘It’s oxymoronic to think you can have growth without expense under public safety’ – St. Thomas Police Service Board chair Dan Reith

It’s a simple premise if we agree to use it as a starting point.
The presence of police acts as a deterrent.
To put this into context, St. Thomas department heads are now preparing draft proposals to present to council in November as the basis for the 2025 capital and operating budgets.
With the explosive population growth projected in the coming decades – nearly doubling by 2050 – one critical area will be ensuring the well-being of newcomers to St. Thomas.
You do not attract new industries – and with it, workers to fill those jobs – when they will potentially be located in crime-ridden neighbourhoods.
So, this past week we sat down with Dan Reith, chair of the Police Service Board to discuss what is expected to be a budget ask representing a 14 per cent increase over the 2024 budget.
At first glance, that might seem like an aggressive ask by Chief Marc Roskamp and the Police Service Board.

The St. Thomas Police Service CIRT unit is ‘another tool in our toolbox to make sure we provide and deliver on responsive services’ – Chief Marc Roskamp

city_scope_logo-cmykBefore being sworn in as St. Thomas Police Chief, Marc Roskamp left no doubt as to one of his priorities.
In a conversation with the deputy chief in November 2022, Roskamp stressed, “If we’re healthy on the inside, we will be healthy on the outside to deliver services to the community.”
He continued, “From a public safety perspective, I believe so strongly in the health of the community and its citizens. And one of my main priorities will also be to build up the resiliency of our members of the police family.
“In recent years, there has been a shift in police culture and some of that is the direct result of the dynamic nature of policing, the pandemic and the widespread social challenges that we have been facing.
“And this has changed the collective heart of policing in many ways and the wellness of officers.”

The 2024 St. Thomas draft budget comes in at under a 4 per cent increase. Can city council whittle this down further?

city_scope_logo-cmykCity council begins 2024 budget deliberations on Monday (Dec. 4) and the adjusted tax levy comes in at a 3.76 per cent increase.
Keep in mind this is a preliminary look at the budget and in recent years, council has been able to shave up to a percentage point off the initial levy figure.
The proposed levy for the coming year is a shade under $69 million, which is an increase of $4.2 million over this year.
When you factor in $1.7 million in additional growth-related tax, the levy increase drops to $2.4 million, which is a 3.76 per cent increase over this year.
Contractual increases in wages and benefits – $2.5 million – and wages and benefits for new positions next year – $1.4 million – are the biggest contributors to the tax levy increase. Continue reading

St. Thomas Police Service five-year collective agreement “meets the modern moment” – Chief Marc Roskamp

city_scope_logo-cmykIt’s being deemed a “groundbreaking” contract with its commitment to resources to support the wellness of uniform and civilian members of the St. Thomas Police Service. A contract likely to be emulated across the province.
The five-year deal was negotiated over the summer with the current agreements set to expire at the end of this year.
Wage increases of three per cent are included in the first three years of the deal, increasing to four per cent in the fourth year and five per cent in the final year (2028).
Other highlights include the updating of maternity and parental leave provisions as well as sick and family leave provisions.
Specialty unit remuneration has been adjusted and this would include role positions like breath technicians.
We sat down this week with St. Thomas Police Services Board chair Dan Reith to delve into the deal.

St. Thomas Police Service strategic plan 2023-2026: ‘The police alone cannot solve the problem of crime and social disorder.”

city_scope_logo-cmykClarification: In an effort to establish the identity of the consulting company employed by the St. Thomas Police Service, Chief Marc Roskamp and I spoke this morning. The firm is Consilium Public Sector Services based out of Toronto, which also uses the acronym CP2S. And so any reference to the U.S.-based CP2S (which is not affiliated in any way with the Toronto firm) has been removed.

The St. Thomas Police Service this week released its road map for this year through 2026.
The strategic plan recommends “intentional steps our members will take to ensure the police service is performing in accordance with our community’s values and expectations,” according to police board chairman Dan Reith.
He continues that the priorities of the plan “have been compiled carefully from the concerns and insights offered by St. Thomas citizens, business owners, elected officials, members within the police service and other interested parties.”
Chief Marc Roskamp adds “This plan has been developed with a major emphasis on ensuring all citizens and business owners of St. Thomas, have had an opportunity to share their thoughts about the performance of our police service, and their feelings about crime and safety in our community.
“Through this process, we have identified five major areas to focus our strategic priorities over the next four years. They are; Organizational Service Review, Communications, Technology, Human Resources, and Community Partnerships.”

The buzzer has sounded, the counter is closed and the nomination deadline has come and gone for the 2014 municipal vote.
By choosing to withdraw his aldermanic papers and instead seek to become the head of council, Mark Cosens makes it a three-way race with Cliff Barwick and Heather Jackson.
In the aldermanic race, a total of 19 are in the running thanks to a final week blitz.
Voters have the opportunity to elect seven from the following candidates: John Allen, Brett Bear, Ken Boe, Mark Burgess, Gary Clarke, Jaqueline DeLeebeeck, Rose Gibson, Walter H. Green, Tom Johnston, Jeff Kohler, Frank Lattanzio, Mike Manary, Todd Rowley, Joan Rymal, Beverly Splane, Linda Stevenson, Mark Tinlin, Phil Thomson and Steve Wookey.

BOYCOTT
Late last month, Times-Journal reporter Ben Forrest wrote a factual account of an interview he recorded with Cosens announcing his intention to seek re-election.
While several of Cosens’ comments could be considered inflammatory in nature, there was no attempt by the alderman to question the presentation of the story or the accuracy of the quotes contained within the article. Continue reading
