Here’s a way for the city to play transfer station operator for less

Budget deliberations the last three years have been relatively civil in nature and completed in timely fashion.
With a preliminary tax hike of 5.9% in the balance for 2014, matters are likely to get heated, if not downright ugly, on Monday as members of council — painfully aware the municipal vote looms in October — whittle that number down to the 3% range before calling it an evening.
That’s going to take some resolve as council is faced with several ‘no-touch’ items that account for a considerable hit to the municipal property tax rate.
Land ambulance costs will rise $400,000 this year; policing at the new consolidated courthouse will add about $450,000; and then there’s the promised grant of $350,000 to the hospital revitalization fund — part of a 10-year $3.5 million pledge.
There’s more than a million big ones right off the bat.
And, don’t forget back in December council approved adoption of a long-term asset management plan — to deal with a whopping infrastructure deficit — and voted to include the plan in the budget to ensure sufficient capital reserves are available to fund the plan.

Always room for one more in this club

The city’s most exclusive club saw its membership increase by four in 2013. We’re talking about the Sunshine Club at city hall — those employees who earned $100,000 or more under public sector salary disclosure.
Mind you, it was a modest increase from 58 select members in 2012 to 62 this past year.
A far cry from the door-crashing rush in 2012 when the rolls swelled to 58 from 39 in 2011.
Breaking the numbers down, in 2013 city administration counted 14 in the Sunshine Club, up from 13 the year previous.
The police department enrolment actually declined by one — from 17 to 16.
At the fire halls, the ranks increased to 32 in 2013 from 28 in 2012. That means the fire department membership is greater than the police and city administration combined.
Concentrating on administration salaries only, the top wage-earner last year was CAO Wendell Graves at $165,900, which is actually down from a year ago at $166,315. Continue reading

Food for thought over at the food bank

A young mother this week posted on the Times-Journal Facebook page her desperate plea for assistance. “I needed bread and milk. Quite desperately. I have a week left until I get CCTB (Canada child tax benefit) and I am almost out of both.”
She did what many in St. Thomas would do, she gathered up spare change and headed to the Caring Cupboard food bank.
On her arrival, she discovered numerous changes, including a new executive director, Janice Kinnaird.
The young mother had previously complied with the need to show personal ID, proof of income and rental information so she could receive much-needed food assistance in the future simply by arriving with an item of identification.
She was denied assistance this time out because she could not comply with the new policy of presenting full ID.

Has waste contractor got act together?

The city’s new waste contractor takes to the streets in a couple of weeks and we can only hope the launch is a smoother affair than the day-to-day operations up in Whitchurch-Stouffville, north of Toronto.
The new contractor, Green for Life, takes over from BFI in St. Thomas, which in turn replaced Green Lane Environmental.
Green for Life not only serves Whitchurch-Stouffville, but several other municipalities in York Region where it has been experiencing mechanical issues with its trucks, leading to missed collections.
That has been compounded by a lack of communication from GFL on the service disruptions.

What do downtown barriers portend?

It took a month, however we finally have had someone step up to the plate to declare their candidacy in the October municipal election.
Mayor Heather Jackson filed her nomination papers first thing Monday morning, although she has not finalized her campaign platform.
We talked with her Tuesday on what her strategy may be in a bid for a second term as mayor.
“I’m working with my team on finalizing the platform. We’ll be releasing that in the coming weeks. I don’t want to take the focus away from the work that needs to be done right now.
“We’ve been elected to a four-year term so we’ve got work to continue to do.”
The one thing she wants to avoid is a repeat of the down-and-dirty 2010 election campaign — a black eye for the city on several fronts.
“I can stand behind everything we’ve accomplished as a council and continue to do. It’s certainly not what I’m looking to do. I don’t believe that is in the best interest of anybody and I certainly hope that anybody else who runs for either alderman or mayor keeps that in mind.”

Of camels and rich men and costly back-tracking

The cost of the proposed new police headquarters has nearly doubled over the past eight years because
of the feet dragging of successive councils.

Dithering being perpetuated by some aldermen who, as a result, are directly hitting ratepayers where it hurts most — the pocket.

In 2003, a building condition assessment and space needs assessment study of the justice building was undertaken by the Stonewall Group.

Its recommendation: “the principal strategy to meet the long-term accommodation needs of the St. Thomas Police Service would be best served by building a totally new facility.”

Estimated cost, $10.5 million.

I have Googled, therefore I am . . . an expert

Wednesday’s special meeting of council to deal with the proposed new police headquarters provides further evidence much of what transpires at city hall is driven by personal agendas.

Which, in turn, sucks more dollars out of the pockets of hard-working ratepayers.

Council was presented with a report from Rebanks Pepper Littlewood Architects that outlined the specifics of the project, including the sticker price of approximately $19 million.

That figure sent some members into shock, with the result their ability to think logically was severely hampered.

Let’s review some undeniable facts.

Putting transparency to the test at city open house

After decades of dawdling, similar in process to the consoldiated courthouse project finally underway, an open house will be held 5 p.m. Wednesday at city hall to unveil plans and cost of the new police headquarters.
The long-awaited home of the police service is to located on city-owned land adjacent to the Timken Centre.
Ald. Dave Warden, chairman of the new building committee, says it’s an occasion to not only inform ratepayers, but demonstrate “the transparency of everything that’s going on,” and attach a price tag to the project.
Warden continues: “We’ll lay to rest all the rumours and everything else there is about the police building. We’ll have the actual cost.”
Nowhere near the $30 million sticker price being promoted by one member of council.

Note to London school board, it’s time to honour our own

The London-based school board has quietly made it known the expanded Edward Street Public School is about to christened June Rose Callwood Public School.

It’s certainly not a name singularly associated with this city. Not to downplay the contributions of the popular journalist, author and social activist, but is this the wish of the existing school community, or is the name change driven by the incoming population from Balaclava and Scott Street public schools?
