She lives in a well-maintained, tree-shaded 1890’s-era house on Kains St. Pride of ownership includes custom stain glass windows inside, one of which once graced Alma College.

Sounds like an ideal abode to retreat to.

Not quite, cautions owner Pauline Wimbush.

“I live next door to a disaster.”

She is referring to the abandoned and derelict cottage-style house at 46 Kains St.

A quaint residence that, in its prime, no doubt could have been described as picture postcard perfect.

Over-capacity and under-used, aye there’s the rub

A special meeting of council on Tuesday which included invited officials from the Thames Valley District School Board did little to heal the great divide in the Pierre Elliott Trudeau French Immersion School community.

In fact, if anything, the rift has widened.

The tone was established early when manager of facility services Kevin Bushell admitted the board “mis-read the community” when dealing with overcrowding at the French Immersion school.

He then announced — and which was confirmed later that evening at the scheduled board meeting in London — an area attendance review would be undertaken beginning in the fall to be completed before the end of the year.

So, there will be no busing of senior students from the school to Port Stanley Public School to deal with severe over-crowding at the former Homedale Senior Elementary School. Continue reading

No portage for les Voyageurs this year

The overwhelming success of the French Immersion program at Pierre Elliott Trudeau school is to be admired.

The downside of that success is severe overcrowding at the school, which has resulted in what can only be called a great divide.

The rift in the school community over busing 240 students to Port Stanley to relieve pressure on a school that is literally bursting at the seams.

At Tuesday’s meeting of the Thames Valley District School Board, a recommendation was made to put on hold for a year the busing plan while a full attendance area review be completed this fall. Continue reading

Is there a will for ‘amicable’ solution to cemetery crisis?

With mere days remaining before St. Thomas Cemetery Company seeks to abandon its two burying grounds if a $59,000 grant is not reinstated, there was some movement following an in-camera meeting of council Monday.
“The general tone of council is to try and work toward a resolution or recipe that is amicable for everyone,” CAO Wendell Graves told the Times-Journal on Tuesday.
“And so our solicitor was given direction to correspond with the cemetery board’s solicitor.”
In addition, Coun. Gary Clarke volunteered to sit on the cemetery board after council chose not to appoint a representative for the first time since 1990.
“I volunteered,” indicated Clarke. “I want to be part of the solution and not the problem. I want this to work in the best interests of everyone and not at the taxpayers’ expense.” Continue reading

At the April 13th council meeting, Coun. Linda Stevenson suggested members should revisit the $59,000 St. Thomas Cemetery grant that was denied during budget deliberations in March.

Mayor Heather Jackson stressed on several occasions Monday the cemetery had not contacted the city and she re-iterated, “I’m surprised we have heard absolutely nothing from them.”

However we have obtained a copy of a fact sheet provided by Lesley Buchanan and the St. Thomas Cemetery Company to Mayor Jackson and all members of council outlining in fairly detailed fashion the current situation. Continue reading

Bible Baptist Church tax exemption bylaw on hold

The paperwork was ready Monday, however members of council were hesitant to seal the deal.

The desire by two councillors for further information on a tax-exemption request for church-owned property at 320 Highbury Ave. led to temporarily shelving a ready-to-endorse bylaw.

Councillors Joan Rymal and Linda Stevenson sought input from city staff on possible repercussions from the pending bylaw to waive the municipal property tax at Bearing Precious Seed, where printed material produced for Bible Baptist Church is assembled for mailout to households across Canada.

Mayor Heather Jackson backed both councillors, noting she “supported further dialogue.”

A motion to postpone proceeding with the bylaw was approved by a narrow 4-3 margin with councillors Jeff Kohler, Mark Burgess and Gary Clarke opposed to further delay.

Coun. Steve Wookey was absent from Monday’s meeting.

Rymal told the Times-Journal on Tuesday, “I am just pleased we can at least get the input from staff. I think it’s a bit dangerous of council to go ahead and make a decision without getting all the input from staff because we’re not the experts.”

Rymal added she has heard feedback from some ratepayers on the request from Bible Baptist Church.

“I’ve heard concerns we are setting a precedent and we’re going to be having all sorts of organizations . . . looking for the same tax relief.”

Stevenson, meantime, had asked for a staff report last week following a deputation to council by Pastor Al Stone of Bible Baptist Church. Continue reading

Membership explosion in Sunshine Club sure to annoy

There sure was a rush on seats inside the 2014 Sunshine Club as outlined in a report to council Monday detailing City of St. Thomas public sector salary disclosure.

The city had a total of 96 employees who earned greater than $100,000, a more than 50% increase over the 2013 total of 62.

Breaking that number down, 33 members of the St. Thomas Police Service are now included, up from 16 in 2013.

Over at the fire department, 48 employees earned $100,000 or more in 2014 as compared to 32 the year previous.

And 15 city administrators exceed that figure, an increase of one over 2013.

Topping the earnings list at city hall was CAO Wendell Graves at $172,372 ($165,900 in 2013). John Dewancker, director of environmental services earned $139,693 as compared to $132,309 the previous year and Graham Dart, director of human resources, had a salary of $127,839 in 2014 ($124,784). You’re elected to make a decision and move forward

She survived a bitterly fought election campaign last fall, threats to her well-being this month over the city’s snow-removal efforts and on Wednesday, Mayor Heather Jackson demonstrated in feisty fashion why she has earned the right to wear the chain of office.

Jackson appeared with Southwold Mayor Grant Jones and Central Elgin Mayor Dave Marr at the fifth annual State of the Municipalities luncheon, hosted by the St. Thomas & District Chamber of Commerce at St. Anne’s Centre

While her focus was firmly directed at economic development, the city’s near $300 million infrastructure deficit and cooperation with neighbouring municipalities, it was this observation from Jackson that left no doubt she will no longer tolerate foot dragging on two projects that have unnecessarily languished in the political mire — a byproduct of previous councils.

Will new council game plan lead to efficiencies?

Mayor Heather Jackson alluded to changes in her 2014 mayoral campaign and a report last fall on restructuring of at least one department at city hall recommended a re-think in how council conducts business.
A new game plan saw the light of day Thursday at a special meeting called to solicit dialogue on a proposed overhaul of council’s committee structure.
Currently, a system of seven standing committees is employed to deal with finance and administration; human resources; environmental services; protective services; community services; planning and development; and social services.
Business relating to each of these committees is managed within committee of the whole during regular meetings of council.
Under the new system presented by Jackson and CAO Wendell Graves, the seven committees will be scrapped in favour of four reference committees that would undertake discussions dealing with strategic community development and planning; community engagement and services; infrastructure management and civic operations; and local government and administration.
