Ascent sale is finalized, and now ratepayers are waiting for financial disclosure

city_scope_logo-cmykIt was late Friday afternoon when the media release arrived announcing completion of Spark Power’s acquisition of Ascent Solutions Inc., a division of Ascent (formerly St. Thomas Energy).
The pending sale was announced at the beginning of March and involves the Oakville, Ontario firm’s purchase of Tillsonburg-based Tiltran — acquired by Ascent in 2007 — and Belleville operation Tal Trees — acquired in 2009.
Both will operate as members of the Spark Power Group of Companies but function as autonomous, highly integrated operating teams, according to the release.
Tiltran and Tal Trees specialize in constructing and maintaining medium to high voltage substations and power lines, engineering services and equipment sales and offer 24/7 emergency response.

The city’s forgotten apartments

TalbotapartmentsjpgThe first thing you notice are the gaping holes where the ceilings have fallen away.
Patches of paint which have not yet floated to the floor cling tentatively to the walls.
In other areas, vast expanses of paint blister like badly burned skin.
Missing tiles in one of the showers have been replaced with duct tape and garbage bags. 23jt04talbot1jpgThe remnants of a skylight are stuffed with a blanket and when it rains, water drips to the floor and down the front stairs.
The pair of apparently forgotten apartments are clearly visible from the window of Mayor Heather Jackson’s office.
The upper dwellings at 554 Talbot St. — seemingly off the radar of several departments at city hall — are home to four tenants who have reached their limits of endurance, shivering in poorly heated residences devoid of proper insulation and plagued by drafty windows.
What’s most shocking is the owner of these apartments has been approved by St. ­Thomas-Elgin Ontario Works for funding to add 10 one-bedroom units next door at 560 Talbot St., above the former Capitol Theatre. Continue reading

A hoped-for sane policy for community funding grants

city_scope_logo-cmykWith no sane or sensible guidelines currently in place, council is about to grapple with how it dishes out funding to community groups.

At Monday’s meeting of council, members will receive a report entitled Policy on Granting Funds to Community Organizations, a framework that should have been in place years ago.

No better example of the helter-skelter approach utilized in the past than the dithering this summer over whether St. Thomas Cemetery Company should be granted $59,000 in funding.

A debate that appears more grounded in personality conflict than sound financial sense. Continue reading

A duty upheld on the rarest of occasions

city_scope_logo-cmykThe subject of sole source contracting in relation to Ascent — the city’s electric utility — was touched upon briefly at Tuesday’s council meeting and it’s a path fraught with danger.
For some time now Mayor Heather Jackson has been an advocate — along with former alderman Gord Campbell, who also sat on the Ascent board of directors — of simply awarding all job-appropriate contracts to the city-owned utility without proceeding through a tendering process.
For the second time this year Ascent has lost out on a city tender, in this case replacement of all street lighting with LED lamps. The winning bid came from Ingersoll-based ERTH, which came in at more than $600,000 lower than the Ascent tender. Continue reading

Council waffles on future of cemetery

It’s proving to be a hand-to-mouth existence for St. Thomas Cemetery Company after it came up $9,000 short in funding from the city this year.
The board of directors had originally requested a $59,000 operating grant but on Monday received $20,000, to go with an initial instalment of $30,000 in April.
This money is applied to the board’s almost $200,000 operating budget.
The municipality began funding the company in the mid-1980s to avoid a takeover.
Council voted 7-1 — with Coun. Mark Tinlin in opposition — to support the cemetery board through reduced levels of funding over time. Council could also consider advancing funds for minor capital replacements and expansion in services if other financial resources are not available at the time.
What remains up in the air is how this yearly amount would be determined. Continue reading

It’s shaping up as a hand-to-mouth existence for St. Thomas Cemetery Company.

City council Monday voted to extend the cemetery board of directors a financial life line of sorts by way of a $20,000 operating grant. Combined with the first instalment in April of $30,000, it leaves them $9,000 short of the amount requested during this year’s budget deliberations.

St. Thomas Cemetery Company operates historic West Ave. cemetery and South Park Cemetery south of the city in Central Elgin. It had served notice it would seek to abandon the two burying grounds effective April 30 of this year if the long-standing city grant wasn’t reinstated. Continue reading

Ascent financial picture a shocker

You may not realize this, but as a city ratepayer you are, in essence, a shareholder in the former St. Thomas Energy or what is now known as Ascent.

With that in mind we offer a word of caution: take a deep breath and sit down before proceeding any further.

Monday night, city council will be in receipt of the 2014 audited Ascent financial statement — although as shareholders and with two members sitting on the Ascent board of directors — the gory details were laid bare some time ago.

This corner has warned the picture would be grim — we never could have imagined it is more a financial free fall.

Yes, the insurance was indeed paid

Tony Hofstee sure lit up the T-J Facebook page with his letter to the editor documenting the efforts of volunteers and committee members associated over the years with the Holiday Fantasy of Lights.
His long list of items and services paid for by the Fantasy of Lights will come as a revelation to many, including mayor and members of council
These include electrical work and supplies, upgrades to the washrooms, trees and plants for Pinafore Park, donations to other worthy organizations and the list goes on.
Tony closed his letter with the hope “the mayor and parks director Catharine Spratley apologize to the volunteers who ran the Fantasy. Yes mayor, we did pay our own insurance!”
His letter elicited dozens of responses, including this sampling:
Lori Calvert posted, “Well done Tony. I am glad someone put into print all that we (all previous and current members) did that went unnoticed. But sadly this will fall on deaf ears … if I had a dollar for every time I heard someone say ‘why didn’t they ask for volunteers?’ The bottom line is always missed. FOL didn’t ask for hand-outs and money just stop putting up road blocks and charging fees when it is for the betterment of the entire city!!!” Continue reading

Diplomacy has disappeared at the top

city_scope_logo-cmykFriday afternoon we received a copy of a release from the Holiday Fantasy of Lights committee advising it is pulling the plug on the popular Pinafore Park winter festival.
“For 21 years, Fantasy of Lights has made Pinafore Park a beautiful winter wonderland of lights and display, with many families and people coming to the park to enjoy,” the release notes.
“With the retirement of our chairman and many senior committee members two years ago, we had to fold for a year. With a lot of effort over the last few months, we got a new chairman and some committee members, and had great ideas for the upcoming year.
“We have worked hard to get up and running for this season, but with all of the challenges that have been handed to us from the City and Parks Department, we have decided to fold the Fantasy of Lights for good.” Continue reading
