The Sutherland Press building is on a slow simmer

It’s been compared to Alma before the former school for girls succumbed to a fiery death.
It’s been the centrepiece of a $3 million lawsuit launched immediately prior to the 2010 municipal election. And, it’s had its top floor shaved off at the front in a questionable attempt at reducing the danger of the structure falling to its knees.
The sad legacy of the Sutherland Press building over the last decade is another example of the city handcuffed by absentee landlords.
In this case David McGee of Toronto, who had high hopes of turning the hulking structure into luxury suites.
It was a similar script with the Zubick family of London, who subjected Alma to death by neglect. Continue reading

Trouble remembering the name Ascent? Don’t worry.

city_scope_logo-cmyk Aldermanic also-ran Jacqueline DeLeebeeck feels revealing candidate expenses/contributions in the 2014 municipal vote is of little interest, as outlined in a note passed along this week.
Well Jacqueline it’s all about transparency and every ratepayer has the right to know who spent what, how much was contributed to a campaign and by who.
As we reported previously, she spent $2,800 on her bid, with a $200 contribution from Bob McCaig.
Rounding out the field, Ken Boe ran his campaign with just over $700 in expenses.
Gary Clarke spent $1,741 in his successful trip to city hall.
Rose Gibson, a campaign veteran, incurred $2,471 in expenses this time around.
According to Walter Green’s filing, he spent nary a penny on his bid. Continue reading

Joan Rymal responds to March 28-15 City Scope

It is unfortunate that Earl got the impression that the message was “nasty” but that was not my intent. I had sent my email to request further information, as I am concerned about the downtown area and want to gather as much information as possible to make sure I have all the facts before making any decisions.

I am concerned about the amount of time that the DDB is focusing on waste management with the many issues that are facing our downtown core.

I had requested a meeting last week with the Mayor regarding this issue and there is a meeting scheduled for Tuesday, March 31 with the Waste Management committee.

I am also concerned about costs as the City does provide a second garbage pick up to the Talbot area between Stanley and Balaclava. This is in an effort to assist with the waste management of this area and is at no additional cost to the DDB. I wanted more information from the DDB, as I am wondering if further education needs to be done for the storeowners and tenants in this area.

I want to ensure our downtown streetscape is welcoming for all.

Trash-talking councillor bags Downtown Development Board

Hot off the press Friday: public sector salary disclosures for 2014.

Now the city hall figures were released earlier this month and to recap, a total of 96 employees earned greater than $100,000, a more than 50% increase over the 2013 total of 62.

Breaking that number down, 33 members of the St. Thomas Police Service are now included, up from 16 in 2013.

Over at the fire department, 48 employees earned $100,000 or more in 2014 as compared to 32 the year previous.

And 15 city administrators exceed that figure, an increase of one over 2013.

Topping the earnings list at city hall was CAO Wendell Graves at $172,372 ($165,900 in 2013). John Dewancker, director of environmental services, earned $139,693 as compared to $132,309 the previous year and Graham Dart, director of human resources, had a salary of $127,839 in 2014 ($124,784). No bins means more garbage on Talbot Street. Surprised?

Honestly, you cannot make things like this up. When walking along Talbot St. on Wednesday to take photos of garbage in the downtown core, homeless advocate Jason McComb commented on a study undertaken by the city this winter to determine what happens when you take away most of the garbage cans.
Seriously.
Now Jason, employed in the past by the Downtown Development Board — at minimum wage — to clear Talbot St. of garbage each day, doesn’t mince his words but I had to challenge him on the veracity of this so-called study.
He stood his ground and that left this corner to call Earl Taylor, DDB chairman, to get the skinny on downtown garbage and why Jason is no longer permitted to pick up trash, even on his own time. Continue reading

What we have here is a failure to communicate

The right of a homeless man to pick up garbage in downtown parkettes sparked debate on several fronts this week, none of which has diminished the seeming absurdity of the situation.
Caught in the middle is Jason McComb, the advocate for the homeless who, as an employee of the Downtown Development Board, has done an admirable job of keeping the downtown core as neat and tidy as is possible in a disposable world.
In a conversation with Jason last week, he bemoaned the fact he was no longer welcome to clean up litter in any of the Talbot Street parkettes.
He was under the impression city CAO Wendell Graves and parks and recreation director Ross Tucker had banished him from the green spaces, based on a memo sent to the DDB this past summer.
This corner requested a copy of that correspondence for clarification.
“I understand that DDB summer students may be doing or have done some maintenance/cleaning activities within the downtown parkettes,” writes Graves.
“Given that the city has staff in place to look after these areas I would ask that the DDB students refrain from work within the park areas.”

Derelict building a reminder of dirty politics

Contained in Monday’s agenda was a petition expressing concerns about the derelict building at 80 St. Catherine St., a structure referred to as “a dangerous eyesore.”
Area resident Sally Nickson was allowed to address council in an effort to paint a picture of the five-unit apartment building that has stood vacant for over a year.
As is often the case, there is more to this story than meets the eye.
And, the leading characters in this saga appeared prominently in this corner two weeks ago.
As best as we can determine, the crumbling structure may very well be owned by none other than David McGee. You may know him as the absentee owner of the equally forlorn Sutherland Press building.
Several attempts this week to contact McGee to confirm his involvement – or lack thereof – proved fruitless. Continue reading

The time Maurice told Daimler, you screwed up!

The city lost a good one with the death Wednesday of Maurice Beaudry. The consummate community booster, Maurice loved to tell it like it is.
That was never more evident than his shoot-from-the-hip message for Daimler AG, the parent company preparing to close the Sterling Truck Plant up on South Edgeware in November, 2008.
In a conversation that month in City Scope, Maurice conveyed the following to the German multinational: you screwed up and why should St. Thomas ratepayers suffer?
And Maurice knew of what he spoke, because in his former position as manager of the Economic Development Corporation in the early 1990s, he played a leading role in convincing Freightliner to locate in St. Thomas.

If you don’t endorse a bylaw, do you still have to abide?

Ald. Tom Johnston appears to have dug in his heels on the matter of receiving compensation for serving as chairman of the Ascent board of directors, in spite of a city bylaw to the contrary, as first brought to light in this corner last week. Read here.
Johnston voted against the motion when it was adopted in 2009 and he appears now to have adopted the stance that is justification for thumbing his nose at the bylaw today in accepting season hockey tickets as compensation or a bonus from Ascent.
Unfortunately, under the Ontario Municipal Act, there is little recourse for the city and we talked Friday with Mayor Heather Jackson on that very matter. Continue reading
