A big ‘if’ looming over proposed west end community hub

city_scope_logo-cmykIt’s fast approaching the one-year anniversary of the announcement last April the city has extended a conditional offer to London developer Shmuel Farhi to purchase a vacant plot of land on the south side of Talbot St., between William and Queen streets, and extending to Centre Street.

The site is being considered for development of a community hub to house the Ontario Works department and the Central Community Health Centre, both currently occupying office space along the north side of Talbot Street. The possibility also exists the site could be used for affordable housing units.

In the intervening months, the city has undertaken due diligence. Time is becoming a factor, however, as the lease on the Mickleborough building at 423 Talbot Street current home of Ontario Works and also owned by Farhi, expires later this year.

Will the forgotten Talbot Street apartments soon have company?

city_scope_logo-cmykIt’s been almost a year since we exposed the city’s forgotten Talbot Street apartments across from city hall and owner Antoine Trad, who had been approved by St.Thomas-Elgin Ontario Works for funding to add 10 one-bedroom units next door at 560 Talbot St., above the former Capitol Theatre.

Two of the apartments were to be reserved for clients supported by the YWCA of St. Thomas-Elgin and the remainder are for Canadian Mental Health Association clients.

In the intervening 11 months, Trad has shuttered his furniture business and the status of the apartment project – along with the pair of decrepit upper units at 554 Talbot Street – is hazy.

City to further invest in west end

The city’s long-suffering west end received a significant shot in the arm Wednesday – the second life line extended to the western gateway this year.
City manager Wendell Graves announced the municipality has extended a conditional offer to London developer Shmuel Farhi to purchase a vacant plot of land on the south side of Talbot St., between William and Queen streets, and extending to Centre St.

Will council give green light to Sutherland Press building demolition?

Entitled ‘Demolition of an Unsafe Building,’ a report to mayor and council Tuesday from Chris Peck, chief building official, would appear to clearly indicate the city has had enough dealings with the owner of the Sutherland Press building.
Peck is asking council to approve a tender submitted by Schouten Excavating of Watford, Ont., in the amount of $101,135 for demolition of what remains of the four-storey structure owned by David McGee of Toronto.
To recap recent history, on Sept, 16 of last year the city posted an emergency order on the building following a partial roof collapse at the southwest corner of the structure at Moore Street.

Police HQ debate set to flare up again

The debate over whether to renovate the existing police station or construct a new, purpose-built facility will flare into life again Monday as city council deals with a report from The Ventin Group Architects.
The firm will present a pair of options to be considered should council choose to maintain the police service in the Colin McGregor Justice Building.
Trouble is, both scenarios are pricey — $15 million at the low end to $18.4 million for a major renovation/expansion.
The Ventin report details the substantial amount of work required with either option to upgrade the 1969 building.

Derelict building a reminder of dirty politics

Contained in Monday’s agenda was a petition expressing concerns about the derelict building at 80 St. Catherine St., a structure referred to as “a dangerous eyesore.”
Area resident Sally Nickson was allowed to address council in an effort to paint a picture of the five-unit apartment building that has stood vacant for over a year.
As is often the case, there is more to this story than meets the eye.
And, the leading characters in this saga appeared prominently in this corner two weeks ago.
As best as we can determine, the crumbling structure may very well be owned by none other than David McGee. You may know him as the absentee owner of the equally forlorn Sutherland Press building.
Several attempts this week to contact McGee to confirm his involvement – or lack thereof – proved fruitless. Continue reading

SummerBlast legacy explodes in a nasty war of words

We signed off last Saturday with a promise to dig deeper into the escalating war of words between the Downtown Development Board and the North America Railway Hall of Fame.

In a nutshell, the two sides can’t reach a consensus on whether a sum of $10,000 given by the DDB to NARHF in 2010 was a loan or the former’s commitment as a promotional partner in the ill-fated SummerBlast.

Before we proceed further, there is a third player — city council , represented by then alderman Heather Jackson-Chapman and Ald. Lori Baldwin-Sands, who sat on the DDB board of directors in 2009/10.

And, the three sides in this nasty dispute are all pointing a finger in the same direction — the previous edition of the DDB, under the chairmanship of Mark Cosens.
