The road ahead for Railway City Transit: Ensuring you will be able to promptly get there from here

Less than 18 months after a consultant’s report called for an aggressive shift to sustainable travel modes in St. Thomas, the city is undertaking a ‘Railway City Transit Plan for Growth.’

Before delving into the latest exercise in putting the city’s transit system under the microscope, let’s recap some of the findings of the Transportation Master Plan refresh project compiled by Paradigm Transportation Solutions.

Kevin Jones of Paradigm recommended an aggressive shift in the operation of Railway City Transit that would see a six-fold increase in annual service hours involving 26 buses in service operating 17 hours every weekday.

These figures are based on a city population of 79,500, a couple of decades distant.

Jones went on to note, there is a “need to fund transit that provides an affordable alternative, enables access to all areas of the city and gives residents choice in how they travel.”

A public survey was undertaken involving 190 respondents, with 84 per cent noting they primarily reach their destination by driving.

Only 12 per cent use public transit for some trips.

So why don’t more people use public transit?

The service is too infrequent and wait times at stops are too long, according to 47 per cent of respondents.

A lack of real-time information on schedules was a complaint of 31 per cent.

How can transit be improved?

Almost half of the respondents stressed the need for more frequent service on existing routes, while 48 per cent sought more routes.

A similar number would like to see service outside the limits of St. Thomas.

Not an enthusiastic endorsement of Railway City Transit as it operates throughout the city today.

So, what is the goal of the Railway City Transit Plan for Growth?

It is to deliver a roadmap that will modernize, expand, and adapt the transit network to support the needs of current residents and prepare for the community’s planned growth and transformation.

Working with Dillon Consulting, the transit plan will address new residential growth, realign transit routes to provide more direct service, and identify next steps to transition to a zero-emission bus fleet.

Key elements of the project include:

  • Public Engagement: Engage the community to understand their needs and values so that the network is aligned with them.
  • Network Redesign: Transition the transit network to provide more direct travel to key destinations, improve service levels and reach new growth areas.
  • Regional Connections: Explore partnerships and inter-community transit links with London, Middlesex County, Elgin County, and Aylmer.
  • Fleet Electrification: Develop a plan to transition to battery electric or hydrogen electric vehicle technologies.
  • Technology & Fare Strategy: Review fare technology options and potential new pass programs for students and employees.
  • Implementation & Finance: Create a 5, 10, and 25-year financial and staffing plan to guide the transition and deliver the service.

Timing for key project milestones:

  • Project Start: Winter 2026
  • Engagement Round 1: Spring 2026
  • Develop Transit Route and Service Options: Spring/Summer 2026
  • Engagement Round 2: Fall 2026
  • Final Transit Plan and Council Presentation: Winter 2027

How You Can Have Your Say

Community engagement is required to ensure that the final Transit Plan is reflective of the needs of existing and future customers. During the project, the city and Dillon Consulting will be:

  • Conducting Community and Employer Surveys to gather data on travel needs, 
  • Attending pop-up events at the St. Thomas Home Show, 
  • Hosting focus groups with transit operators, students, seniors, and accessibility advocates.

GIVE AND TAKE ON THE STATUS OF THE RAILWAY MUSEUM

Last week’s item regarding the status of the Elgin County Railway Museum generated numerous comments and a passionate back-and-forth between museum volunteer Molly Swift and the facility’s Chief Operating Officer, Wil Zufelt.

Here is a small sampling of their discourse, starting with Swift, who references the Railworks Coalition, an umbrella organization representing the Elgin County Railway Museum, the CASO station and the St. Thomas Elevated Park.

“Railworks still will not provide proof they have the right to legally operate the Elgin County Railway Museum, even when requested by members in good standing.

“When I did so, I was told to get a lawyer and contact the Museum’s lawyer. Just to find out through what legal mechanism a non-charity could take full financial and operational control of a charity-designated museum.

“Considering the “Museum” let go their last staff member, there are no museum professionals or employees remaining in the building or on payroll to the membership’s knowledge.

“This would be a huge part of why they are failing. It’s a managed decline.”

And here is Zufelt’s response to that posting on the City Scope Facebook page.

“Let me try to answer all of your questions.

Question:

Railworks still will not provide proof that they have the right to legally operate the Elgin County Railway Museum, even when requested by members in good standing.

Answer:

I would like to clarify that the membership of the Elgin County Railway Museum owns the property. There would be no other entity that could own the property. The museum is a registered non-profit organization with charitable status and is in good standing. At no point has a non-charitable organization taken control of the museum. Railworks does not own or operate the property. I can’t give you proof of something that doesn’t exist in the first place.

Question/Statement:

Answer:

The Elgin County Railway Museum, the North American Railway Hall of Fame (CASO Station), and OnTrack (St. Thomas Elevated Park) are all separate organizations with separate audited books prepared by a licensed accountant here in St. Thomas. Each organization has its own elected board members chosen by its respective membership. The members elect the Board of Directors, who are responsible for the financial and operational oversight of the museum.

Question/Statement:

Considering the “Museumlet go their last staff member, there are no museum professionals or employees remaining in the building or on payroll to the membership’s knowledge.

Answer:

Due to limited access to the building and very limited income at this time, it was necessary to make reductions in staffing.

I appreciate your opinion, but I respectfully disagree with your assessment of the current situation.

As always, the museum remains governed by its membership and its elected Board of Directors, with financial oversight through independently audited books. Transparency and accountability to the membership are important to us, and the governance structure of the organization reflects that commitment.”

POINT TO PONDER

We referred to this in an item last week, dealing with the St. Thomas-Elgin 10-Year Housing and Homelessness Plan, which was discussed during the March 16 council meeting.

And in that document, and others from city staff dealing with homelessness, reference is made to functionally ending homelessness by 2027.

What does that term mean?

Well, Coun. Earl Taylor posed that question last Monday, suggesting it doesn’t imply the complete end to homelessness in St. Thomas and Elgin.

Danielle Neilson, the city’s Manager of Housing Stability Services, approached the microphone to add some context.

“So a functional end to homelessness describes a system that is prepared to receive occurrences of homelessness in the future, because we will never be able to fully to prevent an occurrence of homelessness from happening.

She continued, “It means having a system prepared to make that occurrence of homelessness rare, brief and non-recurring.

“So, it’s essentially having a system that is available and ready to respond, so we don’t end up in a situation where we have an overflowing emergency shelter and other means that are existing beyond the shelter system.”

Would it not be more accurate then to say that the city is initiating programs to significantly reduce the number of individuals experiencing homelessness at any given time, rather than functionally ending homelessness in 2027?

Otherwise, is it not a bit of a word salad?

MENTAL HEALTH NIGHTMARE

We are not in the habit of taking a deep dive into the City Scope archives to revisit an item from nearly 20 years ago.

However, an anonymous letter delivered this week sparked an interest.

The neatly addressed envelope contained a copy of the Aug. 29, 2009, City Scope that appeared at the time in the St. Thomas Times-Journal.

Also included were copies of two letters from Dr. J.J. Kaufman, former director of St. Thomas Psychiatric Hospital, that appeared in the Times-Journal and the London Free Press.

The letters were prompted by funding cuts in psychiatric care, which Dr. Kaufman described as “a step back to the 18th century.”

The only communication from the anonymous author of the letter was the observation, “Present times predicted in 2009!!”

And so here is that item from August of 2009, and feel free to comment or document personal experiences in the mental healthcare system.

Included is the Quote of the Week, which used to be a regular feature of City Scope and is, perhaps, worth resurrecting.

Earlier this summer (2009), City Scope delved into the state of mental health care in St. Thomas and Elgin via a two-part interview with James Mendoncawho retired in 2003 as director of Crisis and Relapse Prevention Service (CRPS) based at Regional Mental Health Care, St. Thomas.

Mendonca warned that proposed funding cuts in Elgin county are the thin edge of the wedge. Paring back of the outpatient CRPS in St. Thomas, accessible to the public and physicians for the past 34 years, is another tragic example of a funding bias on the part of the province, he advised.

Speaking with this corner, Mendonca explained the crisis portion of the service housed at Regional Mental Health Care, St. Thomas, will soon be eliminated and crisis calls will then be fielded by the local Canadian Mental Health Association office, resulting in a fragmented service in lieu of the multi-disciplinary integrated service that has admirably served St. Thomas and Elgin residents for more than 30 years.

Now, in a letter that appeared in the T-J earlier this week, Dr. J.J. Kaufman, former director of St. Thomas Psychiatric Hospital, delves further into “the abandonment of the mentally ill.”

Writing of the atmosphere that used to prevail in St. Thomas, and at similar institutions across the country, Kaufman notes, “The professional teams of the hospital were well trained and inspired by a true sense of affection and respect for their patients.

“The spirit of goodwill,” he continues, “camaraderie and optimism pervaded the entire facility. The goal was optimum patient care and treatment, and it was both a pleasure and an honour to work there.”

Today, suggests Kaufman, we are at risk of regressing into the dark ages of mental health care.

“The nightmare that has replaced this patient-oriented service is all too evident on our city streets, in alleys and in slums. Today, there are few psychiatric services in the community. They have too few beds and offer only short-term treatment.”

So, explained Mendonca, what appear to be good-news mental health funding announcements (as evidenced by news in November, 2008 of a $900,000 investment by the province to proceed with planning for a 15-bed mental health unit in St. Thomas-Elgin General Hospital) are nothing more than the province “putting money into the community just to serve schizophrenia and serious psychoses,” afflictions which affect, at most, two per cent of the population.

“Those with depressive and anxiety disorders,” Mendonca pointed out , “which represent at least 15 per cent of the general population, are deprived of funded services for evidence-based treatment and relapse prevention.

“Lower-income families with anxiety and depressive disorders who have emergencies are going to get a fragmented service,” he explains.

What Kaufman refers to as “an unconscionable retrogressive step.”

“In our enlightened 21st century, the neglect and even the horrors of the 18th-century Bedlam have been reintroduced.”

In a letter to the Times-Journal, Dr. J.J. Kaufman, former director at St. Thomas Psychiatric Hospital, warns that the threatened closure of mental health facilities in Elgin and elsewhere in the province is “an unconscionable retrogressive step and an immeasurable loss to society.”

FULL PUBLIC SECTOR SALARY DISCLOSURE

In last week’s City Scope, we commented on a report from Jodi Brindley, Payroll Manager, dealing with required information under the Public Sector Salary Disclosure Act, 1996.

The Act requires organizations in receipt of substantial provincial funding to disclose the amount of salary and taxable benefits paid to individuals to whom the employer paid at least $100,000 as salary in a calendar year.

In this case, the listing is for the 2025 calendar year.

In the 2024 report to city council, all of the names were not included, and a full listing had to be requested.

At the March 16 meeting, city manager Lisa Higgs explained the return to full inclusionas had been the case in previous yearswas to ensure complete transparency.
