St. Thomas designs action plan to pursue federal housing accelerator funding

city_scope_logo-cmykAs part of the city’s ambitious housing strategy, members of council on Monday (Aug. 14) will be asked to approve an application for funding under the CMHC Housing Accelerator Fund program.
This funding is available to municipalities across the country and is to create a greater supply of housing at an accelerated pace and enhance certainty in the approvals and building process, according to a report to council from Taylor Mooney, the city’s strategic initiatives manager.
Mooney notes such an application “has the potential to achieve sizable funds to support housing development in the City of St. Thomas. Base funding is estimated at $20,000/HAF incented unit, with opportunities for top-up funding and an affordable housing bonus.
To qualify for funding, the city has to prepare an action plan that identifies at least seven initiatives and the money provided is determined by estimating the number of permits issued for dwelling units resulting from the initiatives in the action plan before September 2026.

Amazon opening this fall is another employment safeguard in ‘recession-proofing’ St. Thomas and beyond

city_scope_logo-cmykWhile the economic news this spring and summer has been dominated by site preparation work for the Volkswagen/PowerCo EV battery plant in St. Thomas, YXU-1 is back in the news.
You would be correct in pointing out when was YXU-1 ever in the news.
Perhaps you know it better as the Amazon fulfillment centre located on the site of the former Ford Canada St. Thomas Assembly Plant, which closed in 2011 after 44 years of production.
YXU by the way is the three-letter identifying code for London International Airport, even though the plant is situated in Southwold Township.
The facility was expected to begin operations early this year and then it was suggested a 2024 opening may be more in line.
Well, this week Amazon Canada announced the centre north of Talbotville will open on Oct. 1.
Hiring for the two-million-square-foot facility will begin in September.

Rebuilding community strength “in great little communities like St. Thomas with long histories of contributing massively to the Canadian economy.” – PM Justin Trudeau

city_scope_logo-cmykSeems the PM just can’t get enough of St. Thomas.
For the second time in just over a month, Justin Trudeau dropped into the city Thursday afternoon for a quick lunch at Legends Tavern and then a stop at The Atrium for a sit-down session with local small business entrepreneurs before a quick jaunt over to Streamliner’s to greet customers.
Of course, Trudeau was on hand at the Elgin County Railway Museum at the end of April for the announcement Volkswagen, through its subsidiary PowerCo, had chosen St. Thomas as the home of its first EV battery gigaplant in North America.
Ostensibly this trip to the Railway City was to play up the economic benefits to small business owners after the massive battery facility opens in 2027.
Mayor Joe Preston joined Trudeau for the short walk from Legends to The Atrium and both appeared in high spirits with shirt sleeves rolled up the PM’s trademark down-to-business look.

St. Thomas Fire Chief Dave Gregory says we’ve got this covered when asked about challenges with the new Volkswagen EV battery plant -‘It’s what we do day-to-day’

St. Thomas Fire Chief Dave Gregory likens it to winning the lottery.
Of course, we talked about the announcement earlier this month that Volkswagen is coming to town where it will construct what it refers to as a gigafactory for battery cell manufacturing.
We talked with Gregory earlier this week to get a sense of what that will mean for the fire department in the way of needed resources and planning for when the plant opens in 2027.
“As far as resources and stuff go, I’m unsure at this time because I haven’t seen a footprint or layout of any sort.
“But, it’s what we do,” stressed Gregory. “We have Magna, we have Presstran.
“All the equipment we have, the manpower and the training we do, we’re prepared for anything they will bring to us.”
Gregory doesn’t feel they would need to construct a substation in the new industrial area.

Invigorated by the accomplishments of this council, Jeff Kohler is pursuing another term at St. Thomas city hall

city_scope_logo-cmykHe’s the longest-serving mayor/alderman/councillor currently in St. Thomas and earlier this month, Jeff Kohler declared his intention to seek another four-year term on city council.
Kohler has served in that capacity since 2010, but his introduction to municipal politics is a story unto itself.
He first threw his hat into the ring in 1997 and finished as third runner-up in that year’s municipal vote.
Referencing Eric Bunnell’s People column from April of 2000, Ald. Helen Cole had announced her resignation and council met behind closed doors to unanimously agree Kohler should fill the vacant seat.
The top vote-getter in 1997, Terry Shackelton had already moved on to council and the next hopeful in line, former alderman Hugh Shields, declined the appointment to council.

Land acquisition sends a clear message St. Thomas is actively seeking to attract a significant manufacturing investment

city_scope_logo-cmykSt. Thomas this week upped the stakes in a bid to entice a large manufacturing operation to the city.
On Wednesday the city, in partnership with St. Thomas Economic Development Corp., announced it is assembling an 800-plus acre parcel of land in the area of Ron McNeil Line and Highbury Avenue.
Sean Dyke, EDC CEO said this is in anticipation of attracting a mega industrial development to the city.
“The land we have assembled for this one is aimed at trying to attract a large investment.
“When I say large, I mean on a scale that would be like a single user on a majority portion of that property.”
Dyke added, “More often than not, companies are looking to have shovels in the ground for large investments in months rather than years and I am exceptionally pleased that the city has chosen to take this strategic path forward to encourage a level of long-term success and economic sustainability that will be felt not just in St. Thomas, but across the entire region.”

There is ‘huge value’ to keeping school resource officers – St. Thomas Police Service Deputy Chief Marc Roskamp

city_scope_logo-cmykIt’s been under the microscope for over a year and last month Thames Valley District School Board trustees continued with their collective finger on the pause button while dealing with the future of the School Resource Officer (SRO) program.
In October of last year, the program was paused pending a review “as a result of a board motion reflecting concerns raised by the Black Lives Matter that requested the administration to ‘engage in extensive consultation . . . regarding the School Resource Officer,'” according to a TVDSB release at the end of October.
The release continues, “While the review found value in the program, it also confirmed that some students, including a disproportionate amount of Indigenous, Black and Youths of Colour have felt harmed or traumatized by the presence of police in Thames Valley Schools.”
The SRO program has been in St. Thomas schools for a considerable length of time and Police Chief Chris Herridge stated recently, “We are very proud of our local school programs, the terrific work STPS officers have been doing in St. Thomas schools for decades and the positive relationships which have been developed . . . “

The long and winding road toward a firm – yet fair – community grant policy in St. Thomas

city_scope_logo-cmykPerhaps the city’s alleged new community grant process isn’t quite yet carved in stone.
We wrote about the grant policy last week in advance of Monday’s (Sept. 13) council meeting where Dan Sheridan, the city’s director of finance, recommended members deny small funding requests from the STEAM Education Centre and Big Brothers Big Sisters of St. Thomas Elgin because the money, according to Sheridan’s interpretation, is to be used for operating expenses.
Council heeded Sheridan’s advice but there was a notable sense of discomfort with the decision from several quarters.
Which, once again, opened up a debate over what is and what should the community grant policy look like.
Prompting this opening salvo from Coun. Steve Wookey.
“For the benefit of myself and everyone watching, I just want to review this very quickly.
“These grants are not meant for day-to-day operations. That’s where I have a little bit of a different assessment of it currently than the folks in treasury do.
“In my mind, the over-arching concept here is, does this help get something off the ground.”
A critical consideration put forth by Coun. Wookey as it could be applied to both funding applications before council on Monday.

‘How did a Third World country arrive right in the backyard of what they say is the greatest country in the world?’

city_scope_logo-cmykWith the drawing to a close this past week of Indigenous History Month and the horrific revelation of more bodies discovered in unmarked graves at another residential school, our conversation with Ray John took on increased significance.
He is an impassioned Indigenous cultural teacher at the London District Catholic School Board and with boards elsewhere in the province.
He has worked in the education field for more than 15 years and he says the mixed emotions of the past month have had a unifying effect in his Oneida community and within Indigenous communities elsewhere in the country.
“You drive up and down in our community and you see so many orange shirts. You see toys out there dedicated to the young ones that are gone.
“But there’s a real sense of unity here. It’s not that it wasn’t here before. I think it is more that we are supporting each other.”
John has been awarded for working “tirelessly in the spirit of Truth and Reconciliation” and he stresses only through engaging in tough conversations will Canadians be able to educate themselves on Indigenous culture and the tyranny of residential schools.
